Resolution 20 merely provided a means by which the party could revoke the membership of anyone who didn't actively support the Aims and Principles of the party. Since David Orchard ran for the PC party in 2000 and presumably supported the party platform, I don't see how this resolution could have been construed as aiming at him.

Surely it was more clearly aimed at those like Brian Pallister, who run for other parties against our candidates, while holding memberships in our party? Anyway, the will of the majority of the delegates was clearly not to get into this debate over how to strip someone of their membership, or where to draw the line on dissent within our party.
