Subject: Busking Bagpipe Noise

To any Pipers who may be able to help. I assist my local council with encouraging buskers to play in our Central Business District. I have 2 bagpipers one 12 years old the other a retired gentleman. They are very popular with the public but not so with some of the shop owners, they shift around hourly but still I get complaints. Is there a bagpipe muffler or silencer to bring the decibal rating down as I believe they are outside acceptable limits. I wouldnt play my (amplified)harmonica that loud. Any suggestions as I dont want to have to deal with bagpipe wars.
