是客觀環境不同的影響吧
所謂「醫者父母心」，一時的不仁，可能也只是出於過份的恐懼。
另外，台灣是在未經醫護人員的同意下，而封鎖醫院的，這更使當地醫護人員驚恐，繼而抗拒工作。不能單以這點說那裡的醫護人員不好的，始終，人是有趨利避害的本性的。當客觀環境不同，表現自然難以一致。
