KARL ROVE, President Bush's political strategist, is well known for attacking his opponents' strengths, believing that their weaknesses will tend to reveal themselves.

For example, we see the assault on the history of John Kerry's impressive military combat service, upon which Kerry largely tried to establish his political identity and credibility. This effectively neutralized a natural advantage Kerry expected to have over Bush, whose dubious, some would now say shameful, service record ought to have been a political embarrassment for one who strives to present himself as a bold warrior in chief.

Kerry must emulate the Bush/Rove strategy. Bush's prime perceived assets are the perception that he stands unshakably upon a foundation of rock-solid convictions, and that he has responded boldly and effectively to the challenge thrust upon our nation by the Sept. 11 terrorist attacks. Kerry ought to go right at these frail fictions.

Is it rock-solid to be for small government and increase the military budget spectacularly?

Is it rock-solid for a fiscal conservative to plunge the government into an ocean of debt?

Is it rock-solid to extol personal initiative and self-reliance while shoveling money to corporation presidents who are utterly dependent on their federal subsidies?

Is it rock-solid to talk of civility and kindness while unleashing your bloodthirsty political attack dogs to shred the reputations of decent Americans?

Is it rock-solid compassion to avoid visiting our tragically wounded veterans from the war you commanded them to fight, or attending even one military funeral?

Does it show rock-solid respect for human life to show concern for an embryo but not the living children slain by errant cruise missiles in Baghdad? Does it reflect rock-solid Christian convictions to preside over an endless war in the name of the prince of peace?

And hasn't Bush's bullying response to 9/11 squandered the treasure of the world's sympathy for the United States? Hasn't it added a tanker load of fuel to the burgeoning Al Qaeda conflagration, making us less safe? Hasn't it caused a financial hemorrhage of our collective treasury, disastrously affecting health care, infrastructure, and education?

Bush has no bedrock principles supported by his actions except a commitment to put more money in the pockets of his wealthy cohorts. This, and only this, he has done consistently. Kerry should make this his campaign theme and take his battle to the enemy. The rock on which Bush is perceived to stand is between his ears. Kerry should tell all this to the voters or he will surely lose.
