Two things occur to me-- is there any evidence of dysgraphia in the student's documentation? If it is well-documented, it's possible your students may be eligible for a waiver (hard to get), or at least, the use of a calculator.

My other idea is have you tried working with Cuisenaire rods with him? He may be very visual and can't conceptualize without actually seeing it. I worked with the rods recently on a student stuck on fractions, and it definitely helped to make it less abstract.Good luck~
