I think that your numbers are a bit off. I see that you have good intentions, but it is my opinion that this is unrealistic and unreasonable. you cant expect them to test every child nor is there a need to. I agree that school personnel need to be more aware and educated in detecting learning difficulties and knowing when it is appropriate to test but to expect the testing of every single child is unreasonable. Most schools do have some sort of screening for school related difficulties usually in the early grades (Kindergarten or 1st grade)when a child is struggling or showing signs of a disability they are usually tested. More people need to be made aware of these signs and difficulties so that they know when it is appropriate to do formal testing. But a good assessment is one that takes much time and qualified people to administer them and also requires looking for other possible causes of the learning difficulties. If all your looking for is dyslexia you can be missing out on the real nature of the problem. Dyslexia is only one cause of academic difficulties. If they tested every child the test would be watered down and practically of no help to those with real difficulties. Im sorry that you slipped through the cracks and unfortunately many children do but testing every child is not the answer, educating teachers and staff as to when it is appropriate to refer a child for formal testing is a much more practical and reasonable solution.
