Could Birkoff have married? He was the only one of the six who, presumably, was never declared legally dead, yet I imagine his birth was never legally registered, either. Can someone who doesn't legally exist be legally married?

Legally? No.

Could that person go through some sort of ceremony to make a kind of formal commitment to a relationship, which might be the emotional equivalent of marriage? Sure. I figure that's what Michael's "marriage" to Simone and Madeline's "marriage" to Charles really were (and Walter's marriage, too).
