The first is "Make someone want something." It can be something as small as a glass of water, but make someone want something.

The second is to ask yourself "Who does this hurt?" That's the most important person in the scene.

I find that second one a little absolutist, but it's a way to get yourself thinking about what's going on and generating ideas.
