My concern with underfunding educational issues is primarily associated with unfunded mandated on the educational system - what happens then is the trickle down effect of forcing communities to either under-fund or battle other groups for funding these federally mandated requirements. You and pjk likely have more experience with no child than I. I worry that no child has asked the school district to not only teach, but be mother, father and social conscience for a community. I don't think that's a fair request to make of our educational system unless you provide the resources to get it done. This isn't an issue of total $ spent - it's an issue of selective funding to me anyway.

In WI (this is a caveat)underfunding IDEA has resulted in school districts billing Title 19 (Medicaid) for PT, OT, Speech, and nursing services delivered to disabled kids who qualify (like Dan) - with the monies generated kicked back into the general fund for the district.

This means that a doc who never met my kid has 'certified' that the services delivered meet medically necessary guidelines (a T19 criterion). However, they are delivered in an educational environment and for educational purposes - the IEP disallows any services being delivered for medical reasons. The 'certification' by the doc is essentially a selling of his medical license so the district can bill - with around 50K per year going to his pocket and a few hundred K going back to the district. Please note - this aren't dollars in addition to what is spent other places, this money all comes from teh same pot so someone else is not receiving medically needed services because my kid is getting billed for educationally needed services.

Can you say unethical?
