I don't think he was being touchy.. just having some fun..

In his fine way of saying it, I think he was saying its not up to us "the town" to tell a business whether their business plan is viable or not.. anyone who wants to take a chance should be able to take it.. thats good old American capitalism in action.

Your best bet to encourage more diesel pumps, however, is to contact the owner and recommend it! Especially if you can get some other diesel owners to join with you.. prove to him that there is a need and any good owner would try to find a way..

In terms of Mr Willett, I like him. He's entertaining, speaks for a segment of the community that supports him (a pretty big group too!), and he is supportive of every charitable event I've ever attended. I know that there is a lot more to the job than that, but when it comes to PR, he's got it made.
