Shawn, as Moderator of the DWSD I can try to answer some of your procedural questions. Dennis has done a good job explaining most of it. Robert's Rules and Town Meeting Times are the two governing texts used for running a meeting. Any motion put on the floor may be amended. That includes wording changes and dollar amounts. As far as restrictions for zoning you would have to refer to town by-laws and MGL. Every voter also has the right to speak on a specific motion. The only stipulation is that you may only speak on the motion in discussion, and you have a five minute time limit. You may speak 2 times only on a motion but someone else has to speak between your 2 five minute allotments. The Moderator has total control of the flow of the meeting. Or they should have control. That's why we get to yield the gavel. LOL
I agree with Dennis that Kathy was not prepared to take over that meeting. And unfortunately was not strong enough to take control during that emotional outburst. Hope this helps. See you at Town Meeting!!
