Well, I need to be careful about the word, "support." As you know, development is either "By-Right", or by special permit from a Special Permit Granting Authority (SPGA). In Dracut the two SPGAs (that I can think of) are the Planning Board and the Board of Selectmen. All of this is defined and controlled by our Zoning By-Laws, which can only be changed by a two-thirds vote of the Town Meeting (and not, need I say, by just the Selectmen or anybody else short of the ultimate power in town).
As a general proposition, the By-Laws assign the Planning Board to handle things like traffic flow, while the Board of Selectmen gets things like safety, nuisance, quality of life (power plants, trucking terminals, auto body shops, etc.)
So as a member of the SPGA that may have to rule on any particular item, it would be found prejudicial if I militated for a particular project. We're supposed to wait until the public hearing, arbitrate the facts, apply the special-permit standards to the project, and make a ruling. As an example, it was okay with us that the Town Manager was a cheerleader for the power plant, but the selectmen did not do much of that, other than defend its special permit once it was issued.
SO -- with all that in mind, would I look more favorably on a major operation off of Route 110, which is wider, flatter, somewhat less curvy, and has much better lines of sight than, say Route 113? I suppose I would.
