Kelly,I do understand. Almost everyone has a financial crisis during their lives. However, ignoring financial obligations does not solve the problem. It only compounds it. My guess is that the sewer dept has a payment plan available to those unable to pay in full(the water dept has one).People who are past due should have contacted the sewer dept to work out payment arrangements. I would have an issue with those names appearing in the paper. For those who ignore collection procedures, the sewer dept's only recourse in collecting overdue bills is liening a home. This may take 30 years to collect. This means people can continue to receive sewer services without paying for it. That is simply not fair for the rest of the ratepayers who work 2 and 3 jobs delivering newspapers in order to meet their financial obligations. There are always exceptions such as sickness,disability or a death in the family and those should be treated separately.
