let each entire state vote on its reps in congress and state houses -- let everyone cast the number of votes equal to the number of seats -- the votes can be cast one per candidate, all for one candidate, or split --

otherwise, merely encouraging all "third parties" will only dilute the support for non-mainstream candidates. which in turn preserves the status quo of the two-party system.
