Well... Technically the Chinese Embassy was a casualty of NATO, and more specifically, the methods used to identify targets during bombing raids. It seems that the Chinese Embassy was using the same radio frequencies as legitimate targets. Regardless, Clinton still succeeded in getting China into the WTO - a great accomplishment in the light of such a horrible accident, and a great demonstration on Clinton's abilities in foreign relations.
As far as the other stuff you mentioned regarding China, it was Clinton's idea that using economics was the best way to effect change in China's history of human rights violations (Impose our wlll), and to smooth our relations with China... lo and behold, so far it seems to be working.. Haven't heard a peep about China and human rights violations in a while.. but I have heard that a lot of women in China didn't want the Ms. World competition held there..
On to Bin Laden... According to many sources, the reason the DOD never took an active role in counter-terrorism stems from the initial decision of the Regan administration and Congress to label terrorists as criminals. Our Military combats other militaries, not mere criminals.
Clinton also DID do something about the loss of American Lives... He authorized missile strikes against Al Qaeda headquarters in Afghanistan and a chemical weapons plant in Sudan in response to the embassy bombings in Africa. He also did this because of intelligence his administration had received regarding more attacks from Al Qaeda.. as a pre-emptive measure.
Additionally, Clinton did have plans on attacking Bin Laden (Extensive, aggressive plans according to TIME), right after the attack on the USS Cole, and he had his top man brief the Bush administration on just how serious a threat Al Qaeda was. Clinton's National Security Advisor was even quoted as saying, "I believe that the Bush Administration will spend more time on terrorism generally, and on al-Qaeda specifically, than any other subject."
Finally, it appeared as if you were making an insinuation that Clinton could have dealt with Bin Laden before 9/11 and somehow missed the opportunity. That is just tired rightist crap.
