I don't know. I do know that Hospitals treat people before ever talking about payment, and that there are charities all over the country which provide all manner of free healthcare.

I would never go so far as to say "most" people don't have health care. In fact, I believe the vast majority of legal citizens have some form of health care, but that's just my perception, I don't know for sure.
