That was a point I wanted to make. Comparing statistical crime rates for the US with Holland really isn't accurate. Population density is probably a better standard to use to guage the affect the legal environment has on crime statistics. I think holland isn't much bigger than the county I live in (and there are over 50 counties in the state of Georgia)?
