AFAIK, one need not speak the language to become a citizen. The U.S. is unique in being the only nation (AFAIK) that does not have an official national language. Kind of hard to require immigrants to speak that which doesn't exist. Not to mention the fact that I only have to travel to my local fast food franchise to realize that English speaking ability is not a requirement. Or just look at the parents of my roommate sophomore year of college.

As mentioned by Gwydion, medical marijuana is allowed for certain medical problems, most notably cancer and glaucoma. However, I believe this is a state by state basis, rather than a federal policy.
