Subject: Miss Kenosha pageant

As you can see (click the link) Joya Santarelli's Goddaughter/cousin mess has given Wisconsin pageants a black-eye on the national pageant message forum:
http://www.voy.com/229344/8028.html#post

One wonders if Joya even bothered to let the state field director, the state board in Oshkosh, or even the judges from the February 9th Miss Kenosha pageant know that one of the contestants in the event (named or not given the name of Lily Karnes) was competing. What is the proper chain of command for situations like this, but more importantly, the state franchise rules on nepotism and conflict of interests, be it with sponsors, judges, or more importantly contestants??

If there are such rules, it was not followed or Joya's would/should have stepped aside this year or did behind the scenes assistance, not be as public as she was leading-up to the recent Miss Kenosha pageant. And surely no contestant from this pageant will speak up for fear of name-calling and risk of competing/winning next year.
