Subject: Front suspention

My 1989 voyager 1200 front shocks clunk or top out ( what I mean is when I hit a bad road spot the shock go down perfect with a smooth ride but they clunk when they extend back to normal position ) ? Is the air pressure to low ???? Love to hear any thoughts !!
