Natural quiet is an interesting term. Assuming it is the natural state of the park without human presence, then even a hiker disturbs natural quiet. Does the term natural quiet capture human footsteps, talking, breathing? What if natural quiet is actually loud -- the rushing of a waterfall -- does the natural masking sound produced that covers say the sound of an airplane above mean that natural quiet is achieved in that area?
