Militarily, we are winning since we are supperior to Iraq in that capacity. Politically, we may be losing in some circles because the war is perceived as illegal, immoral, unethical, or anti-Islamic. Financially, GWB & his circle will win because of the oil control (that is if he doesn't screw-up this venture like he did w/the other companies he bankrupted). The American people will lose in the long-run because those who support the war are being deceived by GWB, plus there will be more terrorism in the U.S. & around the world which will damage the quality of life for the American people. So it depends which area you belong to as far as that question is concern.
