It is actually anti-productive to send out a memo. It justifies the guilty party, to an extent (well, I must not be the ONLY one doing this), and they don't necessarily stop - and it gives other people ideas, IF they weren't aware of the wrong (SOMEONE got to get away with this, and I didn't, so I need to get mine). There are too many people I have worked with who want anyone else's perks, EVEN if they wouldn't need those perks (non lactating women angry because one mom goes to pump - like pumping breast milk is a FUN break, people who NEED to be there to answer phones who are ticked off because a researcher or programmer flex times or works from home). I think the guilty party needs to be addressed in private FIRST, and the responce to their defense (EVERYBODY does it - should be a memo)
