Did your mother not file complaints against the school when she noticed how blatantly the school was neglecting their duty?If a child has an IEP, these standards and goals written into them must be adhered to and checked regularly. If the school cannot (read: will not) fulfill their obligation(even if it's due to funding shortages), the parent can file a complaint. There is a long process, but in the end, if the school cannot comply, your child can be transferred to another school within the district that CAN comply. If that school doesn't meet the child's needs, there is an appeal and so forth until finally your child can be put into private school paid for BY THE SCHOOL DISTRICT.

It doesn't often work out this way. However, I'll tell you that I would fight like hell to get my kids what they need educationally. A parent needs to be informed. It's our responsibility to advocate for our children. I don't think it's fair to lay this all on the school.
