This seems a bit redundant at this point, but Frank did write the definitions of these things in the glossary of Dune:

Kwisatz Haderach- "Shortening of the Way." This is the label applied by the Bene Gesserit to the unkown for which they sought a genetic solution: a male Bene Gesserit whose organic mental powers would bridge space and time.

So yes, having a penis is a defining feature if you believe Herbert.
Also, yes, Alia had amazing powers which included sending mental messages and prescience, but remember, all Bene gesserit Reverend mothers had some degree of prescience as well as the Guild navigators. But she could not be many places at once like Paul could.

Also, just a note, if you think it doesn't make sense the the Bene Gesserit females didn't have access to male other memory, it equally doesn't make any sense that women have all the powers that Reverend Mothers have described in Dune and men don't. Human physiology isn't designed as such that women would have some powers like prana bindu control over their muscles and body chemsitry and men wouldn't be able to cultivate the same ability. In fact the same goes for the memory stuff (which I might add is physically impossible for men or women). There's no reason to think that there is something different in the design of male and female brains that would suggest taking a narcotic would allow women to view/hear their acestors and wouldn't allow men. It physically doesn't make sense. Likewise, why are all the mentats mentioned in Dune men? Wouldn't women be capable of mental computations like a computer if men are? Really, these concepts don't make much real world sense, but we just accept it because it is part of the rules of the world of the Dune novels.

In conclusion, Alia had male Other Memory and some prescience. She was for the most part not as powerful as Paul though it would be more correct to say her abilities were just somewhat different. She was NOT a Kwisatz Haderach because she couldn't be in the past, present, and future all at once and she was not a male.
