The new sandworms wereonly forbidden as a form of travel because one does not use God in this way.

It wasn't that they were too violent (although they were more violent)

Remember the scene with Sheeana when she rode the worm for the first time, the priests were horrified that she used "god" in such a manner.

Attitudes and ideas had changed is all, and of course the way to ride a worm was forgotten, even by the museum Fremen who were really nothing more then a joke.
