I thought it was because Leto II was pre-born while Paul was not, therefore Leto II along with all the other powers can see past, present and future while Paul was somewhat limited (or chose to be). Leto II was much stronger and confident in his decisions because of what he could see whereas Paul was somewhat uncertain and fearful. He could only see the destruction of the Golden Path etc.
