Another thing ( iam just elaborating on what you said Crysknife) is that Paul and other Reverend Mothers can look into the memories of their ancestors, those ancestors and their personalities aren't ingrained or a part of their persona as they are with pre-borns. Pre-borns are self aware in the womb, but also, the other lives are physically a part of them in a way whereas other memory is simply a tool for other bene gesserits to use. If a pre-born or reverend mother allowed one of the memories or personalities to take control of them, then they would be abomination (it's basically possession). this is much more likely to happen with a pre-born subject for all the reasons you have said Crysknife.
As far as Leto making a pact with one of his ancestors to help keep the other personae at bay, isn't it implied that that ancestor is indeed the memory of his father Paul? It is interesting how the memory of Paul helps Leto take the Golden Path and the real PAul couldn't. I guess only together could they succeed.
