Crysknife, the only thing I can think of is that when a Bene Gesserit sister like Jessica takes the water of life or goes throught the Spice Agony to become a Reverend Mother, they are in contact with another Reverend Mother that passes along all the memories that were passed on to them. Am I correct? Jessica received the othe-memory from Ramallo. Alia received her memories, from Ramallo and Jessica. the twins received their other memories from Chani.

But when Paul took the water of life, he wasn't in direct contact with anyone. There wasn't anyone to pass on the memories. Was that not the case? Perhaps, had Paul undergone the transmutation of the Water of Life with a Revernd Mother present, he would have received the memories, yet even then, the memories would only have been female because that's all they had accumulates.

however, I am of the opinion that he DID have other memory and that place the sisters "cannot go" is the masculine memory. he bridges the gap between the male and female other memory when he fully awakens as the Kwisatz HAderach. I believe that was Herbert's intention.
