When I said more powerful, I meant pretty much what you said. I think Leto probably had more access to more voices which were also more clear.
Power and strength are mostly synonymous words.

I do believe that Leto's prebornness and longevity gave him the experience to utlize OM more effectively than any other before or after him.

So yes I agree with what you said. Perhaps "powerful" wasn't the most descriptive adjective I could have used in hindsight.
