If I remember correctly, all of the surviving sandworms in Chapterhouse each have a tiny portion of Leto II's conscience. Leto II, being precient, prophesized that there would be a woman whom he or other precient beings could not see. I believe Sheanna was this woman (or maybe Siona was the first, I can't remember). Imagine the worms, which have a bit of precience in them, suddenly come across Sheanna. The worms can physically detect her; i.e. the vibrations in the ground, etc. However, the partially-precient worms can not find her in any precient vision. Now the worm thinks, "Kul Wahad! This is pretty freaky!" Or in English, the worm is profoundly moved, and now fears Sheanna. Having instilled this fear in the worms, Sheanna is able to control them. But then what is it that she does to make the worms do specific things?
