「八折的士」到底應否取締?這似乎不是一個黑白分明的問題。
的士車費,乃由運輸署定出。所有的士在取得牌照時,等同是答應遵守這個收費基制,會「按錶收費」,不能擅自加減。
可是,由於前幾年本港經濟下滑,導致整體的士需求減低;加上近幾年的燃油成本急漲,令的士司機收入大減,叫苦連天。部分司機就組成「聯盟」,以折扣價招徠生意,並以此累積一批熟客;這是在逆境中的求生之道,其實也無可厚非。
然而,折扣行為卻違反了「按錶收費」的營運守則,等同違法。但司機們也不理三七廿一,加上乘客們(尤其是長途客)的樂於幫襯,令到折扣車愈來愈多,並由早期的「九折車」,變成今日的「八折車」甚至「七折車」!
「八折的士」的情況已出現了多年,有關當局到今時今日才說要封殺取締,真係慢了七拍!其實早在「折扣車」出現的初期,當局就應該主動與的士商會,研究是否調整車費,或有否相應的對策。
當下,「八折的士」已然是既成的風氣,更是長途乘客的必然之選,還可以咁容易就取締得了嗎?難道要天天花大量人手去「放蛇」Call「八折的士」乎?
