學習「環保」的第一課，有一大原則：講求環保，必須願意付出一定的代價。
最近在電台聽到政府一則宣揚環保、節約食水的廣告，就說明了以上原則。廣告一開始，有個細路同家長講：「睇下條魚在水中游得幾開心？」家長就回應說：「係呀，所以清潔的食水對我們亦好寶貴的……」於是就一輪嘴開始講如何節約用水。其中一項提到，家中的坐廁應安裝一種「雙制式水廂」來沖水。
對，近年市面出現了這種「雙制式水廂」，上面分別有大、小兩個沖水掣；大解後按大掣，小解後按小掣。分別在於，按大掣會出多些水來沖廁，按小掣則用少些水，於是乎就做到了慳水的效果。
問題是，除非閣下住在近年落成的新廈，否則閣下家中的坐廁九成九是「單制式」。如果你嚮應這則廣告的呼籲，就須自掏腰包去安裝一個「雙制式水廂」；這筆額外的費用，就是所謂「為環保而付出的代價」。
想說的是，政府花錢賣廣告宣揚環保絕對是好事，但光叫市民自己花錢去換「雙制式水廂」，是否流於膚淺和空談？政府部門內的廁所，是否已帶頭換了「雙制式」？
