在上網時，想和另一方也正在上網的朋友作即時聯繫，大家都知道可以用一種工具程式：ICQ。
ICQ 者，「I seek you」也（我搵你）。首先，你和你朋友雙方的電腦均需裝有 ICQ 程式，並各自登記了 ICQ 號碼；只要把你朋友的 ICQ 號碼加入（Add）你的聯絡人名單（Contact List）上，從此以後他每逢上網，你便可知道他已「蒲頭」，雙方可以即時在網上以文字（甚至語音、視像）對話、交換檔案等，十分方便。
在傳媒的渲染下，有部分人對 ICQ 存有偏見，視之為洪水猛獸。家長們，以為子女上 ICQ 一定是交不良朋友；難道不可以是在問末珔隉H老闆們，以為員工在公司用 ICQ 一定是談私事；難道不可以是和客戶溝通嗎？──只要用得其所、用得其法，大家又何必禁止子女、員工們應用 ICQ？
話時話，ICQ 其實已經開始 Out 了！愈來愈多人，轉用其他弁酮菪撉熊{式，諸如 MSN Messenger、Yahoo Messenger 等等；也閉O因為，ICQ 用家已超過一億二千萬，從而產生了不少技術上、服務上、紀律上的問題。（我也試過被人偷去了 ICQ 戶口，投訴多月一直冇人理。）
最大問題可能是：ICQ 號碼已去到九位數字，誰會想去記住它？
