Stefanie,

You need to get professional help. Look for a trainer who uses positive methods and is comfortable working with a deaf dog. You really need to get help in your area. Nothing beats in person instruction, and getting info from a book or the Internet, while helpful, isn't the best option. A trainer can see if your body cues are slightly off and fix those problems, while a book never can. And, believe me, when a dog is not "getting" something, it's the handler's fault - not the dog's. The handler is doing something wrong that he/she doesn't realize. That's why getting a real live trainer is your best, and often only, option.

Also, read the other posts here on his list. It is filled with information you can use that directly relates to your current problem.
