Subject: how do I know if he's deaf

I have a 5 month old American Bulldog puppy. My husband and I have questioned weather or not he deaf/hard of hearing since we got him (3 1/2 months ago). He seems startled when I touch him and he hasn't seen me, he still has not learned to come when called, especially from distances. He doesn't look in my direction when I say his name, his ears don't even twitch. He will ask to come in from outside and if he's facing away from the door we can call and call for him and he won't come in until I go to him and touch him and he sees me.

I've talked to the vet, she doesn't look at him and just says that it's a puppy thing, but I don't agree.

Is there a test that can be done to officially know if he has a hearing problem. I want to know so that I can train him like a deaf dog should be trained not like a hearing dog!

Any help would be appreciated. I am new to this concept.
