Subject: he doesn't bark

I just got a dog from a friend. I knew he was a litle bit deaf, and didn't bark much, but after i brought him home, i found out he doesn't bark at all, and his hearing is almost nonexistant. I know these two things are connected. Will he ever learn to bark? Another thing: he doesn't know how to play with a ball. It is a young dog. I don't know much about his backgroud, but i never had a dog before who didn't know how to play with a ball.
