Subject: Deaf blue heeler pup coming to me

I have a 6 month old deaf blue heeler and we live on a farm she is kenelled during the day, but when I get home I let her out to do the chores around the farm. As she is getting older she is also getting braver and going in the pasture with the horses and running up and down the fence with the neighbors dogs. If I can catch her with the neighbors dogs I always make her sit and look at me to say no, but she is so focused on them she won't pay attention so I make her go to the kennel, but when she is in the pasture I can not get her attention and I want to know how to get a handle on this now. I am not really having any luck finding a vibrating collar that offers a good tone to teach her to come when it vibrates they all just have bad tones and I don't want it to be a bad thing to her. Any suggestions?
