The things is the first digit is not really the country (it just happens to be that way in some cases). The first 3 digits are the manufacturer code. Take a looks at:

http://en.wikipedia.org/wiki/Vehicle_Identification_Number

So the reason is they probably ran out of codes in the 1x range and needed more numbers. Codes 2x,3x were used so the next numbers were 4x and 5x.
