N Korea scoffs at UN’s legitimacy

North Korea on Saturday said it would never recognise any United Nations resolution regarding its nuclear programme, saying the world body has lost its authority because of the US attack against Iraq.

"The nuclear issue of the Korean Peninsula is not a matter that the United Nations should take up," the official Korean Central News Agency (KCNA) said.

"North Korea will declare any UN resolution null and void," it was quoted as saying by Yonhap news agency, an official monitor of news from Pyongyang.

The statement came ahead of the UN Security Council's discussions on the North Korean nuclear crisis on Wednesday, according to John Negroponte, the US ambassador to the United Nations.

But Negroponte indicated that no firm decision should be expected from next week's meeting.

"The US invasion of Iraq has thrown the function of the United Nations into a complete paralysis," KCNA said.

"It is totally absurd for the United Nations Security Council to deal with our nuclear issue."

KCNA said that the North Korean nuclear issue is the result of Washington's antagonistic policy toward the North.

It repeated Pyongyang's demand for a legally binding non-aggression treaty through direct Pyongyang-Washington talks.

Tensions over the North's suspected nuclear weapons programme rose when the United States said last October that the communist state had admitted pursuing nuclear weapons.

Since then North Korea has ramped up the pressure by expelling UN inspectors, firing up a reactor at its mothballed Yongbyon nuclear plant, withdrawing from the Nuclear Non-Proliferation Treaty and testing anti-ship missiles into the Sea of Japan.

All have been seen as moves to force the United States to agree to direct talks.

The International Atomic Energy Agency (IAEA) executive board decided in February to refer North Korea's nuclear activities to the UN Security Council, which is the only body able to impose international sanctions against the isolated Stalinist state.

The North has said that any sanctions would be taken as a declaration of war.

The United States has refused one-on-one talks with the North, insisting that the crisis be solved through diplomatic efforts under an international framework.
