Subject: Registration Districts

Could someone please explain. Person born Blaenavon Upper Llanover MON. Is Blaenavon Sub District of Abergavenny or Bedwelty or is this the same. I came across both in Free BMD. One in 1879 DEC the other 1878 DEC. How do I determine? Thanks.
