拜讀二月廿三日明報的專欄,我也有同感—香港的教育好像在捨本逐末了. 但感慨之餘也不忘理智地分析個中因由. 香港面對的教育問題,其實世界各地都同樣面對, 其中涉及教育理念在發展過程中的蹣跚前進,學童對資訊及娛樂的認知,師生比例是否充足, 及政府和家長對教育的投入能力等等.
試想: 一些自詡能把資質欠佳的學生教到考試及格的學校,他們的合格率有多高? 流連商場機舖而又肯聽從勸告回家做功課的學生有幾人? 如不靠公開試來檢定學生, 其他方法有多可靠? 外國學校比較完善, 可知他們的設施和師生比例有多好? 考試成績好的學生,是否多數靠內幕筆記,全憑應試技巧? 考試失手的學生, 是否多數正直善良,獨立思考,舉一反三? 第三組別中學, 是否真能把多數學生培育成良好公民? 若是,為甚麼家長們都瞎了眼不去報讀, 以致收生不足而『殺校』?
以上問題帶出了: 香港教育的確有不少缺陷, 而努力填補缺陷的人員和學校也很值得欣賞. 但其中效率較高, 成績較好的, 更值得鼓勵 !
當然, 每人都希望盡量填補缺陷, 但涉及的師資和資源的投入,是和成果很不成比例的.
這又牽涉到香港的經濟能力了. 在資源不太充裕的環境下, 袛好暫時忍受缺陷的存在了.
為甚麼資源效率這樣低? 請看我們的競爭對手星加坡: 工資是香港的三分之二 ,上海更不必說了. 但我們的工作成效真的比他們高嗎?
為了提高效率, 須要降低成本. 但那高昂的樓價和租金, 長年期的按揭........ 歷史問題啊!
