First I want to reassure you that I am not trying to accuse you. I just want to share with you my view on accountability.
I recall another more famous example of former senior government officials who had to take responsiblity for unsatisfactory performance. Brian Chau Tak Hay acted as Secretary for Health and Welfare around 1990. However, because he was unable to reach a reasonable deal with the doctors when the Hospital Authority was established, he was de-acted, i.e. he was removed from the post of secretary (rank D8, that is the rank of Ip) and became Director of Trade (rank D6, two ranks lower!). Do you remember his famous words in front of the reporters: "one step backward and the sea and sky are wide open" ?
Again, I do not mean to offend you or accuse you of anything. Just to share my views with the readers.
