The bill is probably too broad to see passage. Basically,
the bill seeks to license and regulate all handguns and
any other firearms with a detachable magazine. There
were plenty of complaints about the 1994 law being too broad
and the complicated definition set in that bill was an attemp to narrow it down and exempt certain weapons such as the Ruger Mini 14 which John McCain insisted be in the bill because Ruger has a plant in his state. Ironically, the Mini 14 is
a very easy weapon to convert to full auto and as modified
is considered by law enforcement as a very vicious
(their term) weapon. Mini 14's were used in a deadly shootout with FBI agents in Miami in 1986. Several FBI agents were killed in the shootout and in the aftermath
of that, the law enforcement community wanted a total ban
on the Mini 14, but John McCain rescued it.
