There is a procedure to upgrade your cateory within the USCF catagories. you can find the exact chapter and verse on www.socalcycling.com. One can not upgrade based on Time Trials period. In order for one to upgrade his category in the USCF (thus his category in the TT Cup) he must gain points in mass start events. One must place somewhere in the top 10 in crtierium, circuit or road race. The rider must win to gain maximun points or achieve X amount of points with in a year to upgade. The USCF does not acknowledge Time Trial performance for upgrades. So, the short and long of the story is leader of the 4/5's would have to upgrade his road, crit, or circuit racing license by winning those events.

The USCF offers no help to guys who can race and beat the clock, but lose to the peleton in the sprint.
