I agree with this. The USCF does not count TT races toward upgrade points. To upgrade to a 3 a racer needs to race mass start events, not TT's. This may be the reason there are a good deal of Masters racers who are 4's but are faster than younger 3's and 2's.

That said, this rider is a bonafide Cat 4 and is fast and he is within the rules set forth by USCF.
