It would certainly be good for Luka to have someone to talk to, and maybe Abby will be that person. But she doesn't give any indication (to me, at least) to want to get involved with Luka again. Of course, I haven't read any of the season 12 spoilers, so I'm only going by what I've seen so far. However it turns out, I enjoy ER immensely and can't wait to see what develops. I was saddened when Luka's coma patient had that traumatic relapse. Luka had been happier in that episode talking to her than I'd seen him be in a long time. I don't know if he was falling in love with her, but he certainly enjoyed her company, and it was wonderful to see how he acted when he was around her.
