Subject: Suikoden 2 rare finds option question

hello, got this link from a FAQ from gamefaqs, i was wondering if the rare finds option in item shops and armor shops are random?? sometimes i'd load a game and the rare finds are greyed out and then i'd reload the game [without saving] and the option would then be available. sorry, i just haven't read anywhere that the rarefinds randomly appears or not. i've just started the game and i'm at ryube village having just recruited the circus group, if that helps any. anyway, any help would be appreciated, thank you in advance! =)
