It's not that big of a gaff. We don't know what the arrangements were on all the official paperwork. While none of them were in great financial shape in season one, it's not hard to see that Wesley would have had the best credit history. So his name was probably the only one on any loans they'd taken out, and in that respect the bank could easily have required he be listed as the primary (or perhaps sole) owner on the business license. If that was the case he could have fired Gunn, no matter the cooperative nature of their partnership.
