We could go with an all of the above explaination. Personally I like the Groo of the ubervamps explaination and to those who go with Giles's comments to contradict I'd like to point out two things.

What does Giles know? - he thought they were exstinct anyhow. The idea presented by Giles about what vampires are(i.e they are demonically possessed human corpses with some of the dead person's memories)has been challenged and in my opinion debunked by the way that Angel/Angelius, Spike and Harmony behave in the show and at several points in this site including Pippen's excellent essays argue for a "through a glass darkly" view of vamp psychology totally at odds with Giles's/traditional watcher views on this. I think that if you are studying a race alien to your own you are still own working on the educated guess - watchers have been wrong before just because they're intelligent doesn't mean they know everything.

b)The ubervamp was raised out of the hellmouth specifically rather than one of a job lot so to speak. If there are differences in the power and strength of slayers, people and commonal garden vamps then why not ubervamps?.
